SENEGAL ACCOUNTANT
Our Customer is a world leading exploration and production company . The role of Accountant will require engagement with personnel from local tax offices, JVPs, Petrosen and the local bank. It will also require engagement with Perth based finance functions (central accounting team, financial processes, group reporting, tax), and to a lesser extent other functions (security, HR, legal, commercial, office facilities).
Key Accountabilities and Responsibilities
Procedures and Internal Controls- Assist with the maintenance of, and adhere to, local finance processes, internal controls which consider the company operating standards, and local Senegal requirements to ensure Senegal branch compliance (incl. tax, accounting and other regulatory requirements )
- JOA &PSC Compliance( Protecting license to operate , and JV&PSC cost recovery)
- Prepare monthly tax returns (VAT, WHT & payroll taxes)
- Assist with preparing the PSC finance quarterly reporting
- Assist with the delivery of periodical management reporting
- Assist with statutory accounting for Senegal branch (March)
- Ensure document management is maintained to the highest standard in readiness for ongoing audits. The following documentation needs to be gathered in electronic and hard copy formats and stored in the Senegal office:
- Invoices.
- Contracts, including tender documents, procurement strategies, invitations to tender, tender analysis, tender awards, and sole source justifications.
- Contract Award approval by JVPs and Petrosen.
- Manage Petty Cash transactions
- Enter transactions into SAP and reconcile monthly
- Obtain Finance Manager approval on a monthly basis
- Attend the Citibank to replenish cash
- Assist with development of work programs and budget
- Assist with financial forecasts
- Assist with maintaining company bank accounts and control over petty cash
- Key compliance activities will include assisting with:
- PSC and JOA compliance, particularly focussed on contracting and supply chain activities
- Customs and Duty arrangements
- Processes relating to Fraud, Anti Bribery and Corruption.
Skills
- Proficient using SAP accounting systems
- Existing knowledge of Senegal oil and gas or mining sector (preferable)
- Broad networks across local industry and government
- Strong communication and interpersonal skills
- Ability to problem-solve, work independently and show initiative
- Fluent English language (written and verbal) and Wolof and French language (written and verbal)
- Computer skills, particularly Microsoft office applications
Qualification
- Professional qualification (Accounting Certificate or Degree)
Experience
- 4+ years accounting experience.
- A history in either JV and/or PSC environments preferred.
- An understanding Senegal taxation matters (WHT, Payroll Tax, Commercial Tax).
- An understanding of Senegal banking arrangements.
