The external consultant support the Prime Minister of Guinea in efficient policy delivery and achieve impact in priority sectors by putting your analytical and problem solving skills into action.
Missions
The external consultant will work full time as a special advisor, an analytical hand and an implementation partner for the delivery of prioritized projects:- Troubleshoot and shape practical solutions for constraint to project delivery
- Improve decision making by producing rigorous research and data analysis
- Facilitate participative processes to get buy-in on key decision
- Introduce a culture of problem solving in ministries, departments and governmental agencies involved in delivery of prioritized projects
- Seek opportunities to engage non-government actors – particularly the private sector- to leverage resources and build effective ecosystem-wide solutions
- Coordinate and facilitate donors / government workstreams focused on government efficiency
- Monitor results to ensure that programs and resources are being executed effectively, and support course correcting actions as needed
- Develop and implement materials for communicating progress, successes and future plans of the SDU
Applicant Profile
- Must Be a Guinean native or of Guinean descent
- Master in Business Administration or Graduate degree in relevant field with excellent academic record
- Ability to frame and analyze solutions by using critical thinking
- Professionalism and demonstrated experience working with senior officials in the public and/ or private sector
- Demonstrated ability to work as part of a team and perform in a start-up atmosphere
- Demonstrated ability to coordinate multiple stakeholders in complex environments
- Practical experience managing budgets, logistics and work flows
- Previous experience working in Guinea is a plus
- Clear commitment to work in the country for at least 24 months, and ideally in the longer term
- A passion for international development, typically evidenced by a strong interest and prior exposure to global issues such as economic development
- Experience in the following sectors preferred but not required: agriculture, mining, energy, public administration
- Ability to communicate in an insightful and structured manner
- Fluency in French both written and oral
- Proficiency in English will be useful
